FUNCTIONAL PURPOSEThe Exceptional Children (EC) Facilitator will provide support to schools in the development and implementation of the Individualized Education Program (IEP). They will work with multiple schools in collaboration with an interdisciplinary team to provide coaching and modeling support to EC Teachers in data-based decision making for the development and implementation of IEPs. The EC Facilitator provides their assigned schools and departments with the differentiated support needed to implement the continuous improvement process in order to impact student outcomes.
Duties And Responsibilities
Coaches, models, and facilitates compliance in the IEP development and implementation through high-leverage, evidence-based practices. This includes facilitating and leading IEP meetings.
Supports schools, including in-person and virtual support, to ensure adherence to NC policies and procedures for students with disabilities.
Reviews and maintains students’ EC records and rosters.
Maintains compliance of EC services for students who transfer within state and from out-of-state in accordance with NC policies governing students with disabilities.
Maintains the Every Child Accountability Tracking System (ECATS).
Performs Child Count Verification in phases for April 1 and Dec 1 Child Count.
Ensures compliance of EC paperwork in compliance with NC policies governing students with disabilities.
Maintains the master calendar coordinating the various types of EC IEP meetings.
Maintains communication with building level administrators through check-ins and weekly summaries that outline the needs and supports provided to EC Teachers.
Performs related duties as assigned.
Required Knowledge, Skills And Abilities
Knowledge of NC policies governing services for children with disabilities, Individuals with Disabilities Education Improvement Act (IDEIA), Section 504, Family Educational Rights and Privacy Act (FERPA), and American with Disabilities Act (ADA).
Knowledge of successful exceptional children instructional strategies with an emphasis on inclusive practices.
Knowledge of differential strategies, including the ability to differentiate instruction for all EC students in reading, writing, math, science, social studies, elective courses, and Career and Technical Education.
Knowledge of problem-solving processes and specialized supports/classes within the district.
Knowledge of progress monitoring data collection and interpretation.
Knowledge of high-leverage, evidence-based practices in special education (collaboration, assessment, SEL/behavior, and instruction).
Knowledge of NC Standard Course of Study and NC Extended Content Standards.
Knowledge of technology and digital tools such as ECATS, Excel, Word, PowerPoint, Outlook, OneDrive, Google Drive, MS Teams, and other online platforms.
Knowledge of assistive technology resources.
Ability to coach, model, and support new, struggling, or experienced teachers with classroom management, pedagogy, content knowledge utilizing the coaching cycle.
Ability to maintain the compliance of EC records.
Ability to deliver effective professional development using adult learning theory.
Ability to be punctual, responsible, responsive, and flexible.
Ability to collaborate in different settings.
Ability to maintain confidentiality.
Ability to facilitate IEP meetings as LEA representative, including virtual meetings.
Ability to identify opportunities for the development and implementation of new solutions to meet or exceed needs of students, parents, teachers, administrators, and departments.
Skill in oral and written communication as well as interpersonal skills.
Effective organizational skills.
Self-initiated and motivated to problem-solve.
Education And Experience Requirements
Minimum: Bachelor’s degree in Special Education, K-12 Exceptional Children, or General Education with add on certificate in Special Education or Curriculum and Instruction
Desirable: Advanced degrees in any area with significant EC experience
Minimum: Three years of successful teaching experience with children that have disabilities
Desirable: Five years of successful teaching experience with children that have disabilities and experience in leading professional development activities
Certification And Licensure RequirementsValid Highly Qualified NC K-12 Exceptional Children Teaching License
